Abstract

This study was prompted, in part, by the realization that there does exist an urgent need to strengthen the intermediate educational agency if it is to continue as a progressive force in the education of children in Kansas. The comprehensiveness of the study was limited by sociological, topographical, and environmental factors directly related to the office of county superintendent of schools and by existing, educational statutory provisions. The specific problem of this study is to ascertain, with as few modifications as possible at a later date, how the office of county superintendent in a county-unit system could be made adaptable to Kansas.
