Abstract
To suggest a feasible cooperative comprehensive special education organizational plan for ten counties in rural Western Kansas. The counties would include: Norton, Phillips, Smith, Graham, Rooks, Osborne, Trego, Ellis, Russell and Rush. It would involve the cooperative efforts of 24 unified school districts utilizing a rural western model as opposed to the eastern models which are not complicated by distance. These school districts and the ten counties are presented in Figure 2.
