Abstract
The primary aim of the writer in preparing this thesis has been to investigate the various departments of government of the city of Oberlin, Kansas. This study was not made from the viewpoint of the critical observer interested in uncovering either outstanding efficiencies or inefficiencies. The material presented is submitted for the purpose of collaborating practical knowledge with theoretical knowledge in the study of municipal government.
