Abstract
This study was designed to ascertain and record the leadership of Dr. James I. Costigan in the Communication Department at Fort Hays State University. Costigan was a man who believed in life and while he worked toward his vision, fulfilling his goals, his leadership helped to develop the Department of Communication. As a member of the Fort Hays State University faculty and as a member of the community of Hays, Kansas, Costigan influenced many lives. In this retrospective study his leadership has been evidenced by articles that were written about Costigan, and by personal statements that were obtained through questionnaires from former students, faculty and administration, and community members.
