Joan Finney has a record as a decision maker in her work in government service and an ability to listen to and consider new ideas. Joan has served as assistant to Senator Carlson for 16 years; as State executive officer, Shawnee County Commissioner of Elections 1970-72; and as administrative assistant to Topeka Mayor Bill McCormick 1973-74.
