Abstract
This thesis examines the partnership between Fort Hays State University, a public, state-supported institution in the United States, and Sias International University, a private university in China. The purposes of this thesis include analyzing the strategies that FHSU and Sias used to solve their challenges III intercultural communication and to meet the demand of Chinese culture related to the different understandings of distance learning and examining how and if those strategies worked. This thesis surveys the literature on international partnerships, intercultural communication, partnering with the Chinese, and distance learning. The study concentrates on the administration level of the partnership, but will include other levels as background. A five-step rhetoric analysis lays bare the intercultural strategies allied at meeting Chinese cultural demands.
