Institutional Racism in the Discretionary Legalization of Marijuana

Abstract

Our research showed that states with the strongest evidence of discretionary policing were also the states that tended to keep marijuana illegal, facilitating a discriminatory form of drug enforcement that makes ethnic minorities more likely than whites to live where marijuana is illegal.
